How WhatsApp Business API pricing works

The WhatsApp Business Platform, also called the WhatsApp Business API or Cloud API, costs nothing to access. You pay per message, and only when a message is delivered. Two things set the price: the recipient’s country and the category of the message.

Meta publishes those figures as a WhatsApp pricing rate card that differs from market to market. The same campaign can cost a different amount in one country than another, even when the message content is identical. Choose the country or region where your customers receive messages—not where your business is based.

Messages your customers send you are always free. The customer service window their message opens, and whether you reply inside it, is what decides whether your own messages are billed.

WhatsApp message categories and what each one costs

Every business message falls into one of four categories. The category, not the message count alone, decides the rate.

  • Marketing messages cover promotions, offers, product announcements and re-engagement. They are billed on every delivery, carry the highest rate in the rate card, and get no volume discount.
  • Utility messages are transaction updates, order notifications and account reminders, sent because the customer already took an action. Meta applies volume discounts here.
  • Authentication messages deliver one-time passwords and verification codes. They also earn volume discounts, and some markets charge a higher authentication-international rate instead.
  • Service messages are the free-form replies your team or bot sends inside the 24-hour customer service window. Each business phone number gets 1,000 free service messages a month, then the rest are billed per message.

Utility and marketing are easy to confuse, because Meta classifies by content rather than intent. Add an offer, a discount code or a cross-sell to a transactional update and it is billed as marketing, at a much higher rate. Messages sent inside a 72-hour free entry point window, opened by a Click-to-WhatsApp ad or a Facebook Page button, stay free.

Does the WhatsApp Business app charge the same as the API?

No. The WhatsApp Business app on your phone stays free, and replies your staff type there are not billed. Only the WhatsApp Business Platform—the API—is metered, and only for messages your business sends.

Who actually pays from October 1, 2026?

Businesses that run WhatsApp through software: a CRM, chatbot, automation platform or their own integration. If you only reply manually from the app, nothing changes. Messages customers send you are never charged.

How much does one WhatsApp message cost?

A utility or service reply is the cheapest paid category and a marketing message costs roughly eight times more. Enter your volumes in the calculator to see today’s figure for your market.

How do the 1,000 free service messages work?

Every WhatsApp Business phone number gets 1,000 free service messages each month. It counts messages, not conversations, it resets monthly, unused messages do not roll over, and it covers service replies only. Numbers do not share the allowance.

What changed on October 1, 2026?

Two things that were free are now billed per delivered message: service replies inside the 24-hour customer service window, and utility templates sent inside that same window. Marketing and authentication messages were already charged.

Why was my utility message charged at the marketing rate?

Meta classifies by content, not intent. A transactional update that also carries an offer, a discount code or a cross-sell is reclassified as marketing and bills at the higher rate. Keep utility templates strictly transactional.

How do I reduce my WhatsApp API bill?

Cut message turns, not customers. Use WhatsApp Flows so a form completes in one or two messages instead of about six, merge several notifications into one message, skip replies to spam, keep fixed lookups off the AI layer, and push volume into the free 72-hour entry window from Click-to-WhatsApp ads.

Do incoming messages cost anything?

No. Meta only charges for messages your business sends. Everything a customer sends you is free, and their message is what opens the window that decides whether your own replies are billed.

What happens if I don’t add a payment method?

Meta’s guidance is that businesses without a payment method on file by September 30, 2026 have service messages stopped once the free allowance is used. Add a payment method before you rely on service replies.

Does this estimate include provider charges or WhatsApp calls?

No. It covers Meta messaging fees only. A Business Solution Provider may add its own platform or message charges, and taxes may apply. WhatsApp Business Calling is priced separately by call duration, destination and volume tier.

Why might my estimate differ from my Meta invoice?

Meta bills in US dollars and applies its own exchange rate where relevant. Amounts here use the rate card for the market you choose, while your provider’s markup, bank charges and taxes are not included.
